Skills – 2 units. As climate-driven disasters like wildfires and flooding become more frequent and severe, the ability to navigate the legal landscape of emergency management has never been so critical. This course gives students hands-on experience in lawyering through emergencies, focusing on the distinct roles of federal, state, local, and private entities in emergency management. Students will develop key skills of regulatory drafting and learn how to lawyer before, during, and after disasters. Through practical exercises, including simulations, students will draft emergency regulations, agreements facilitating interagency coordination, and emergency proclamations. Students will engage with regulatory drafting from start to finish—including pre-rulemaking activities, rulemaking, notice-and-comment procedures, and final publication—while exploring the legal authorities that govern emergency management. By the end, students will be equipped to analyze, advise, and act in high-stakes situations where law meets emergency.
Law 235 Administrative Law is recommended but not required.
