Professor Behre Comments on Tehama County Shooting for Los Angeles Times

Professor Kelly Behre, Director of the UC Davis School of Law Family Protection and Legal Assistance Clinic, commented for the Los Angeles Times on the case of Kevin Janson Neal, the Tehama County man who killed five people in a shooting rampage on November 14.

Neighbors of the gunman said that prior to the shootings they told police of several incidents in which Neal had fired guns or threatened them, despite his being under a judge’s order to turn in his weapons. Such reports have prompted questions as to why law enforcement did not take more decisive action against Neal prior to the shootings.

“I’m always a little hesitant to second-guess law enforcement, but if they received credible reports that Neal was shooting on his property … then that seems as though they would have had probable cause mandating an arrest,” said Behre.

Kelly Behre joined the King Hall faculty in July 2014 as Director of the Family Protection and Legal Assistance Clinic. She previously worked with victims of domestic and sexual violence while directing law clinics at West Virginia University College of Law and the University of Alabama School of Law.
