California is an arid state, and water is a precious and scarce resource. The State Water Board has many responsibilities, including planning and allocating the State's water resources, safeguarding water quality, and regulating drinking water. Lawyering at the State Water Board involves complex and interesting legal issues. Please join us to learn about the roles and responsibilities of attorneys in the State Water Board's Office of Chief Counsel and Office of Enforcement, and some highlights of current legal and policy issues.

Chris Moskal '19 is an Attorney III in the State Water Resources Control Board, Office of Chief Counsel (OCC). He presently serves as counsel for the Central Valley Regional Water Quality Control Board, advising on matters including water quality permitting for irrigated agriculture, confined animal facilities, landfills, cannabis, and other industries; basin planning; and toxic site cleanup. He also heads OCC’s internship and externship program. Moskal earned his Juris Doctor from UC Davis School of Law and holds Bachelors of Arts in Political Science and Global Studies from the University of Maryland Baltimore County. 

Yvonne West has served as Director of the Office of Enforcement since June 2018. She has been part of the Office since its inception in 2006, previously working as a prosecuting attorney on a broad range of Water Board program areas. The Office of Enforcement provides legal and technical support to the State and Regional Water Boards, ensuring consistent and effective enforcement of water quality, water rights, and drinking water laws. Its mission is to promote compliance, protect water resources, and uphold environmental standards through fair and transparent enforcement actions. 

Before joining the State Water Resources Control Board, Ms. West practiced law at Bartkiewicz, Kronick & Shanahan in Sacramento, focusing on municipal water, natural resources, and environmental law. She earned her Juris Doctor from UC Law San Francisco (formerly UC Hastings) and a Bachelor of Arts in Environmental Studies from George Washington University.
