There's a Path Forward for S.F. Housing Element, Professor Elmendorf Writes in Chronicle

San Francisco’s Planning Department will soon wrap up “what could either be the city’s most important land-use reform in a generation – or a great big nothing burger,” Professor Christopher Elmendorf writes in a Nov. 16 opinion piece for the San Francisco Chronicle.
