Professor Elmendorf Discusses State Budget Plan on KXJZ Insight
Professor Christopher Elmendorf discussed a plan for a "participatory budget procedure" that would directly involve an assembly of citizens in the budgeting process on Insight, a news program on KXJZ, Sacramento's National Public Radio affiliate.
The plan, which was described in a New York Times op-ed co-authored by Professor Elmendorf published on July 31, calls for a panel of randomly selected citizens to be convened in the event that the Legislature and Governor fail to adopt a budget before a deadline set at four weeks prior to the end of the fiscal year. The panel would choose a budget from among three competing options submitted by the governor, the Democratic caucuses, and the Republican caucuses. Professor Elmendorf discussed the plan on the August 7 Insight broadcast.
