Professor Cooper Comments on California Values Act for CBS-13

Professor Holly S. Cooper ’98, co-director of the UC Davis School of Law Immigration Law Clinic, commented for CBS-13 on the California Values Act, the so-called “sanctuary state” legislation recently passed by California lawmakers. The law has been criticized by the Trump administration, which has threatened to cut off federal funding for sanctuary cities.

Professor Cooper said the Act does not violate federal law because it does not prevent the sharing of information, but only bars local law enforcement officers from asking about immigration status.

“When they open the drawer of information, it’s empty,” said Cooper. “Because if you’re not allowed to inquire, then there is no information.”
