Dean Johnson Comments on Terrorism Bill for New York Times

Dean Kevin R. Johnson commented for the New York Times on proposed legislation that would allow the U.S. government to revoke the U.S. citizenship of individuals suspected of having alliances with terrorist groups.

The proposal would amend an existing, though rarely implemented, policy allowing the government to revoke of the citizenship of individuals who vote in another country's elections or join the army of a nation that is at war with the United States.

Dean Johnson said that the measure was "of dubious constitutionality" because merely joining or donating to a terrorist group falls short of unequivocal evidence of an intention to relinquish citizenship required by the U.S. Supreme Court.

Kevin R. Johnson is Dean and Mabie-Apallas Professor of Public Interest Law and Chicana/o studies at UC Davis School of Law. He is an internationally recognized scholar in the fields of immigration law and policy, refugee law, and civil rights.
