Third Circuit judge cites article by Professor Chin in dissent on felons and firearms

An article on Professor Gabriel “Jack” Chin was cited by a federal appeals court judge in a Second Amendment case filed by a woman convicted of tax fraud.

In his dissent, Judge Stephanos Bibas of the U.S. Court of Appeals for the Third Circuit quoted Chin’s 2012 article The New Civil Death: Rethinking Punishment in the Era of Mass Incarceration, 160 U. Pa. L. Rev. 1789, 1797. The case is Folajtar v. Attorney General of the United States.

Gabriel "Jack" Chin is Martin Luther King Jr. Professor of Law and holder of the Edward L. Barrett Jr. Endowed Chair at UC Davis School of Law.  He is a prolific and much-cited criminal and immigration law scholar whose work has addressed many of the most pressing social issues of our time.
