Professor Shanske Interviewed by State Tax Notes

Professor Darien Shanske contributed comments to a State Tax Notes report on efforts to deal with the instability of California's revenue stream.  Because the state depends heavily on income tax, it often experiences significant budget shortfalls when the economy slows and surpluses during periods of growth. 

Professor Shanske discussed options for stabilizing the revenue stream, including a split-roll property tax, which could allow for a higher tax rate on commercial properties if limits imposed by the state's Proposition 13 were modified.

"There are a lot of people who think there is some chance of at least loosening Prop. 13," Shanske said. "The more you use property tax, the less volatile the system."

Darien Shanske is a Professor of Law at UC Davis. His academic interests include taxation, particularly state and local taxation, local government law, public finance, and political theory, particularly jurisprudence.
