Professor Joh Co-authors Memo to Governor Brown Regarding Drone Surveillance Bill

Professor Elizabeth Joh, together with Margot E. Kaminski, Assistant Professor of Law at Ohio State University Moritz College of Law, has authored a memo to California Governor Jerry Brown regarding the need to support AB 1327, Assemblyman Jeff Gorell's measure that would require law enforcement to obtain a warrant before using drone surveillance.

"Drones pose privacy and freedom of expression concerns qualitatively different from those raised by traditional forms of aerial surveillance because of their relative inexpensiveness, surreptitiousness, and the invasiveness of the new technology they will likely include. Law enforcement should be required to obtain a warrant based on probable cause to use a drone," Joh and Kaminski write.

Professor Joh's scholarship focuses on criminal procedure and policing, with a special emphasis on DNA evidence, undercover policing, and new surveillance technologies.
