Professor Joh Co-authors Letter to Governor Brown on Drone Surveillance Measure
Professor Elizabeth Joh, together with Margot E. Kaminski, Assistant Professor of Law at Ohio State University Moritz College of Law, has authored a letter to California Governor Jerry Brown regarding AB 1327, Assemblyman Jeff Gorell's measure that would require law enforcement to obtain a warrant before using drone surveillance absent exigent circumstances. The letter is co-signed by 41 professors from throughout the United States who teach and write about criminal law and procedure, information privacy law, and/or first amendment law.
"Drones offer cheaper and more efficient aerial operations from law enforcement to environmental research to search and rescue," the letter states. "But drones pose privacy and freedom of expression concerns qualitatively different from those raised by traditional forms of aerial surveillance precisely because they allow inexpensive, sophisticated, and sometimes surreptitious monitoring that goes well beyond the capabilities of law enforcement today."
Professor Joh's scholarship focuses on criminal procedure and policing, with a special emphasis on DNA evidence, undercover policing, and new surveillance technologies.
