Professor Frank Teaches State Judges About Water Law
Professor of Environmental Practice and California Environmental Law & Policy Center Co-Director Rick Frank co-taught a Dec. 12-13 California Judicial Council-sponsored course in Sacramento designed to train state court judges regarding principles of California water law.
The course was created to address the Judicial Council's view that California state courts will confront a growing amount of water rights litigation in the coming years. Frank taught course modules on California's appropriative water rights system; California constitutional provisions regarding water law; the public trust doctrine; California’s Sustainable Groundwater Management Act; “water justice” issues; and federal reserved water rights, including Native American water rights.
