Professor Frank speaks on water law in the west at San Diego conference

Professor of Environmental Practice Rick Frank made a luncheon presentation to the Conference of Western Attorneys General in San Diego.  His topic was “Western Water Law & the Public Trust Doctrine: A Critical Accommodation or an Irreconcilable Conflict.”  In his presentation, he summarized recent case law, statutory and regulatory developments in western states regarding the public trust doctrine and its applicability to the water rights systems administered in those states.

Richard M. Frank ’74 is a leader in the field of environmental law, Professor of Environmental Practice and the founding director of the California Environmental Law and Policy Center at UC Davis School of Law.
