Professor Frank Speaks on Water Law for CLE International
Professor Rick Frank spoke at the Continuing Legal Education International 18th Annual California Water Law conference on May 20 in San Francisco. Speaking to an audience of water law attorneys, Professor Frank addressed constitutional constraints imposed by the Takings Clause on restricted federal and state water deliveries that are mandated by the Endangered Species Act and related environmental laws.
Professor Frank, a 1974 graduate of King Hall, is Executive Director of the Center for Law, Energy, and the Environment at UC Berkeley and a Visiting Lecturer at King Hall.
