Professor Frank speaks to S.F. Bar Association about challenges to Clean Water Act

On July 29, Professor of Environmental Practice Rick Frank spoke to the Bar Association of San Francisco on federalism questions that recently have arisen under the federal Clean Water Act and California wetlands law.

The program, titled “Testing the Waters: Examining the Federal-State Partnership for the Protection of Waters in California,” addressed the Trump administration’s efforts to circumscribe regulatory jurisdiction under the Clean Water Act, reduce the states’ responsibilities under the act, and California’s recent efforts to fill the regulatory vacuum left by the federal government by enacting new wetlands preservation rules under state law.
