Professor Frank Speaks on Groundwater at San Francisco Bar Association Event

On July 14, Professor of Environmental Practice Richard Frank spoke in San Francisco at a program sponsored by the Bar Association of San Francisco entitled, "Drought and State Intervention: Managing Groundwater."  

Professor Frank's presentation focused on the circumstances culminating in the California's passage of landmark groundwater management legislation in 2014; the key features and some noteworthy shortcomings of that legislation, the Sustainable Groundwater Management Act; current public and private efforts to implement the new law; and how pending groundwater litigation brought by Professor Frank on behalf of environmental and fisheries organizations relates the Act.

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
