Professor Frank speaks to conference of federal judges about water laws in western states

On May 17th, Professor of Environmental Practice Richard M. Frank ’74 spoke to a conference of federal, state and tribal judges from the western United States at the National Judicial College in Reno, Nev.

The conference was designed to provide judges who are handling or expect to be assigned water law-related disputes training in water-law principles.

Frank spoke on the topic, “Groundwater Law in the American West,” summarizing both the varied doctrines of groundwater law that apply in different states, and describing to the judges key current and future trends in the west’s water law and policy.  He also collaborated with other faculty at the conference to present a series of detailed, hypothetical water law disputes to the assembled judges, allowing the judges to apply the legal principles taught at the conference.
