Professor Frank Speaks on Climate Change Legislation

On May 11, Professor Rick Frank spoke as part of an Internet-based videoconference sponsored by the Business Council on Climate Change (BCCC).  BCCC is a partnership of more than 100 San Francisco Bay Area businesses committed to reducing their greenhouse gas emissions.  Member organizations range from Pacific Gas & Electric to Bay Area solar energy firms.

The topic of the videoconference was "Where is California's Climate Legislation Headed?  An Update on AB 32."  Professor Frank briefed participants on pending litigation brought by environmental justice groups challenging California's current efforts to implement AB 32, the state's landmark Global Warming Solutions Act, discussed the broader legal implications of those implementation efforts, and reviewed next steps in the litigation process. Participating with Professor Frank on the program was Erin Rogers, a representative of the Union of Concerned Scientists.

Frank, a 1974 graduate of King Hall, is the founding Director of the new California Environmental Law and Policy Center at UC Davis School of Law.
