Professor Frank Quoted in Los Angeles Times on Federal Drought Proposal

Professor of Environmental Practice Richard Frank commented for the Los Angeles Times on federal legislation that would address California's drought by sending more of the state's scarce water supply to San Joaquin Valley farmers by reducing the amount used to support endangered species, among other measures. The Western Water and American Food Security Act of 2015 passed the House of Representatives, but faces an uncertain future in the Senate and a likely veto from President Obama if it were to pass.

"When it comes to the drought and what can be done, the federal government has limited tools and limited jurisdiction," said Frank. "What Californians would probably welcome most would be money."

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
