Professor Frank Quoted by Associated Press on California Supreme Court Decision

Professor of Environmental Practice Richard Frank ’74 was quoted in an Associated Press story on a recent California Supreme Court decision regarding the ability of the state’s water conservation districts to use customer fees to fund groundwater protection programs. The Court ruled on December 4 that districts may do so without seeking customer or voter approval. Frank said the decision “provided needed and timely guidance” to those agencies as they seek to address groundwater depletion issues.

Frank is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
