Professor Frank Named as California Lawyer Attorney of the Year Winner

Professor Richard Frank has been named as a winner of the 2011 California Lawyer Attorneys of the Year (CLAY) award by California Lawyer magazine.  The award recognizes 45 attorneys whose legal advocacy had a significant impact in 2010 or is expected to have impact in coming years. 

Professor Frank is honored for his role in convincing the California Supreme Court to unanimously strike down an air district's 2004 approval of a plan to expand the ConocoPhillips oil refinery in Wilmington. The decision in Communities for a Better Environment v. South Coast Air Quality Management District sets new guidelines on how California agencies and businesses throughout the state should establish "baseline" environmental conditions when proposing major new projects under the California Environmental Quality Act (CEQA).  Frank will receive the award from California Chief Justice Tani Cantil-Sakauye '84 at a March 8th ceremony in San Francisco.

Frank, a 1974 graduate of King Hall, is the founding Director of the new California Environmental Law and Policy Center at UC Davis School of Law.
