Professor Frank Comments for Sacramento Bee on Trump-California Clash over Environmental Policy

Professor of Environmental Practice Richard Frank ’74 commented for the Sacramento Bee on California’s clash with the Trump administration over tailpipe emissions. Frank was responding to Environmental Protection Agency Administrator Scott Pruitt’s statement that California "shouldn't and can't dictate to the rest of the country what these levels are going to be."

According to Frank, Pruitt's remark, "if not a declaration of war, is a bit of throwing down the gauntlet.” The California Air Resources Board remains committed to Obama administration regulations, which President Donald Trump directed Pruitt’s EPA to reconsider last March.

Professor Frank is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
