Professor Frank Comments on Prop. 23 for The Recorder

Professor Rick Frank was interviewed by The Recorder for an article entitled "Environmental Law Expert Weighs in on Prop. 23," the initiative that would suspend California's Global Warming Solutions Act, AB 32, until unemployment drops to 5.5 percent or less for one year. 

In the interview, Professor Frank notes that because California has only achieved that level of employment three times since the 1970s, passage of Prop. 23 would amount to a "de facto repeal of AB 32." 

"AB 32 is the most important climate change law in California, and the nation as a whole," said Frank. "Suspending it would punch a very large hole in California's heretofore comprehensive efforts to address the multifaceted challenges of climate change - efforts that have been a model for the nation as a whole."

Frank, a 1974 graduate of King Hall, recently was named as founding Director of the new California Environmental Law and Policy Center at UC Davis School of Law.  His appointment was the subject of an item in The Recorder's "On the Move" column.
