Professor Frank Comments on Nevada Legislation for LA Times

Professor Rick Frank commented for the Los Angeles Times on Nevada legislation challenging the bi-state compact with California that governs development in the Lake Tahoe basin.  The new law calls for amendments to the compact making it easier to change environmental standards and requiring the governing board to take into consideration "changing economic conditions" when drafting the regional plan, and requires Nevada to pull out of the compact if these conditions are not met.

Professor Frank noted that California used a similar tactic decades ago in order to secure more environmental protections for the region.  "This is a mirror image of what California did in the 1970s," said Frank.

Frank, a 1974 graduate of King Hall, is the founding Director of the new California Environmental Law and Policy Center at UC Davis School of Law.
