Professor Frank Comments for National Media on California Groundwater Legislation
Professor of Environmental Practice Richard Frank commented on groundwater regulation legislation recently signed into law by California Governor Jerry Brown for media including National Geographic and Bloomberg Businessweek.
The new laws represent an important step forward for California, which previously had not regulated groundwater use, and a recognition that "that California's surface and groundwater resources are in many respects part of a single complex, interconnected water system," Frank said in an interview with Bloomberg Businessweek. But the laws allow local agencies five to seven years to develop groundwater sustainability plans, a "rather languid" timetable for action, given the precarious state of some of the state's aquifers, Frank told National Geographic
Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
