Professor Frank Comments for Media on Ninth Circuit Environmental Ruling

Professor of Environmental Practice Richard Frank commented for the Daily Journal on a U.S. Court of Appeals for the Ninth Circuit ruling that upheld an Obama administration decision to designate land on the Alaska coast as protected habitat for polar bears listed as threatened under the federal Endangered Species Act.

The ruling marked a continuation of a trend in which the Ninth Circuit has in recent years given federal wildlife officials "reasonable running room" to implement the Endangered Species Act, Frank said.

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School.
