Professor Frank Comments for Los Angeles Times on Water Agreement Controversy

Professor of Environmental Practice Richard Frank commented for the Los Angeles Times on an agreement that would settle a long-running dispute between the U.S. Department of Interior and the Westlands Water District in the San Joaquin Valley. Critics have charged that the agreement, recently approved by the Obama administration, does not go far enough in requiring the district to mitigate environmental problems caused by badly drained farmland.

"This whole issue of drainage in the Westlands district has been a festering sore of California water and environmental policy for over three decades," said Frank. "This controversy in all of its manifestations has dragged on for way too long."

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
