Professor Frank Comments for Los Angeles Times on Offshore Drilling Plan

Professor of Environmental Practice Richard Frank ’74 is quoted in a Los Angeles Times article on the Trump administration’s plans to open up California’s coastal waters to new oil and gas exploration. Offshore drilling is unpopular in California, and the state is looking at ways to oppose the plan. One possibility would be for the State Lands Commission and California Coastal Commission to block construction of pipelines and other infrastructure that would transport oil to the shore.

“In some ways that is an even more formidable tool that the state of California and like-minded local governments can utilize to deny approval of things like oil terminals and pipelines crossing state sovereign tidelands,” said Frank.

Frank is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
