Professor Frank Comments on Habitat Mitigation Plan for Bee

Professor Richard Frank commented for the Sacramento Bee on a proposal by Sacramento developer Angelo K. Tsakopoulos to transfer 4,000 acres of Conaway Ranch land in Yolo County to the state for wetland habitat in exchange for concessions valued at $2 million and Tsakopoulos' pledge to help the county in its dealings with the state over future habitat projects.

Professor Frank said that the proposal may turn out to be a test case for large-scale habitat mitigation on private lands, a process for which few rules currently exist. "It's kind of the wild, wild West," said Frank.

Frank, a 1974 graduate of King Hall, recently was named as founding Director of the new California Environmental Law and Policy Center at UC Davis School of Law.
