Professor Frank Comments on Groundwater Management for Capital Public Radio

Professor of Environmental Practice Richard Frank commented for a Capital Public Radio news report on the difficulties of implementing California's new groundwater management laws.  State law now requires the creation of local agencies to manage groundwater, and those agencies are likely to be lightning rods for controversy, Frank said.

"The authority that these new groundwater sustainability agencies have is quite broad in terms of the ability to tax and to regulate," said Frank. "Just the fact that they have the potential sweeping political and fiscal authority that they have is going to be very controversial."

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
