Professor Frank Comments on ‘Data Dumping' for Daily Journal

Professor of Environmental Practice Richard Frank commented for the Daily Journal on the practice of "data dumping," or overwhelming a public agency with information when it is on the verge of approving an environmental impact report required under the California Environmental Quality Act.  Professor Frank said that the tactic is sometimes used by opponents to delay a project, but could be prevented by barring the introduction of new information into the public approval process that could reasonably have been introduced earlier.

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
