Professor Frank Comments on CEQA Revision for Greenwire

Professor Rick Frank commented for Greenwire on legislation approved by the California Assembly last week that would streamline the judicial review process for some projects subject to California Environmental Quality Act (CEQA) oversight.

"This legislation strikes me as containing the most significant, proposed amendments to the California Environmental Quality Act in many years," said Frank.  The revisions reflect "growing frustration among Democratic leaders and some environmental groups that CEQA has been used to delay worthwhile renewable energy and infill development projects," he added. The bill would help achieve those aims without eviscerating the law, Frank said.

Frank, a 1974 graduate of King Hall, is the founding Director of the new California Environmental Law and Policy Center at UC Davis School of Law.
