Professor Frank Comments for Capitol Public Radio, KFBK on Environmental Lawsuit

Professor of Environmental Practice Richard Frank commented for media including Capital Public Radio station KXJZ and Sacramento news station KFBK on a lawsuit challenging the constitutionality of California's cap-and-trade system for reducing greenhouse gases.

Professor Frank told KXJZ that the questions being asked by the California Court of Appeal could indicate that cap-and-trade is in trouble. "If the court is asking the parties to provide legal arguments as to how the court implements a decision against the [Air Resources Board] should it choose to do so, that definitely doesn't bode well for ARB it would seem," says Frank.

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
