Professor Frank Comments on California Water Rights Reform for Daily Journal

Professor of Environmental Practice Richard Frank commented for the Daily Journal on the need for California to reform its system of water rights allocation in light of the ongoing drought and the challenges posed by climate change. Frank has called for reforms including improved monitoring of water usage, easing restrictions on water transfers, and expiration dates on water rights permits.

"It's a new era and desperate times call for innovation and creative solutions for our looming water crisis," Frank states in an article published April 22. "I certainly understand there would be legal challenges to any proposed water rights reform, but in the current drought conditions these fundamental questions need to be asked."

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
