Professor Frank Comments on California Environmental Quality Act for Daily Journal

Professor of Environmental Practice Richard Frank commented for the Daily Journal on the issue of litigation costs associated with lawsuits filed under the California Environmental Quality Act (CEQA).  Some attorneys for nonprofit organizations say the government has inflated costs for compiling and indexing records needed in order to file CEQA suits, while some public agencies argue that the costs of dealing with voluminous paper work should not be pushed into them.

"There are legitimate points on both sides," Frank said.  "Local governments are really dying the death of a thousand fiscal cuts, so they don't have the budget to suck up these costs like they used to."

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
