Professor Frank Co-authors Report on Federal Response to Western Drought

On February 2, the Public Policy Institute of California (PPIC) published a report co-authored by Professor of Environmental Practice Richard Frank on "Improving the Federal Response to Western Drought: Five Areas for Reform." 

In the PPIC report, Frank and his co-authors indicate that the recent, severe drought in the American West has revealed numerous shortcomings among federal agencies charged with managing water and land resources in the region.  The report identifies several reforms that federal water and natural resource agencies could adopt to weather a warmer and potentially drier future; help western states better manage drought conditions; and strengthen the federal-state partnership concerning water policy in the American West.

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
