Professor Frank Addresses Urban Water Institute Conference

On Aug. 26, Professor of Environmental Practice Rick Frank spoke at the Urban Water Institute’s Annual Water Conference in San Diego on the topic "Updating California Water Laws to Address Drought and Climate Change.”

Frank focused his presentation to conference attendees on recommended reforms to California’s antiquated system of water rights laws that he and other water experts developed over the past year.  Several of those recommendations are currently being considered by the California Legislature as legislative amendments to current water statutes.

Richard M. Frank ’74 is a leader in the field of environmental law, Professor of Environmental Practice and the founding director of the California Environmental Law and Policy Center at UC Davis School of Law.
