Professor Feeney Publishes Op-ed on Grand Jury System in Daily Journal
Professor Floyd Feeney published an op-ed in the March 12 edition of the Daily Journal. In the article, Professor Feeney provides an overview of the history and uses of the grand jury system and asserts that, despite some valid criticisms, it remains useful and should be kept in place in California.
"I have worked with or observed prosecutors in many parts of California, in other parts of the United States, in Great Britain, and in several other foreign countries," writes Feeney. "I have never seen a perfect system, and I doubt I ever will. My belief is that the current California system is superior to a system that forces California prosecutors to make the charging decision in every case."
Floyd Feeney is the Homer G. and Ann Berryhill Angelo Professor of Law at UC Davis School of Law and the winner of the Law School's Distinguished Teaching Award in 1986 and 2008. The author of seven books and numerous articles, Feeney has received awards from the National Institute of Justice and the California Probation, Parole, and Correctional Association, and is a nationally recognized scholar on election law.
