Professor Feeney Comments on Ballot Measures for KQED

Professor Floyd Feeney commented on California Propositions 1D and 1E for "Capital Notes," a feature of National Public Radio affiliate KQED's website.  The measures, placed on the ballot for the May 19 special election by the state Legislature, would allow the state to use money earmarked for early childhood education and mental health programs in initiatives passed by voters in 1998 and 2004 to help alleviate the state's fiscal crisis. 

"In most initiative states, the Legislature would have been able to make this kind of change without going back to the voters," Professor Feeney points out.

Professor Feeney is a leader in the fields of criminal justice and election law. He is one of the founding faculty members of the Law School, having joined the staff in 1968.
