Professor and Former Jurist Comments on California Prop 77

UC Davis Law Professor Cruz Reynoso, a former associate justice of the California Supreme Court, provided commentary in today's Sacramento Bee about Proposition 77, a controversial initiative on the November 8th special election ballot. If passed, the initiative would transfer authority to redraw congressional and legislative district boundaries from the legislature to a panel of retired judges.

Professor Reynoso expressed confidence that judges can act in a nonpartisan manner, but was also concerned that Proposition 77 would rely entirely on volunteers, who may not be judges who are the most qualified or least biased.
