Professor Amann Contributes Essay to Huffington Post
Professor Diane Marie Amann contributed an op-ed to the Huffington Post offering her response to an essay by James P. Rubin, an assistant secretary of state for public affairs during the Clinton administration, recently published in the New York Times. Rubin's op-ed questions whether international treaties "are even worth the trouble anymore" given the difficulty of ratifying them in the Senate, and suggests that "most of our international objectives on arms control and other matters can be met much more easily with domestic actions."
Professor Amann takes issue with Rubin's positions, suggesting that passing statutes through Congress also poses significant political problems and that reliance upon statutes rather than treaties would add instability to U.S. foreign relations.
