The Los Angeles Times quoted Dean Designate Kevin Johnson, an immigration expert, on new rules proposed by the Bush administration to reduce the bureaucratic "red tape" in the current seasonal and peak worker program. "Few California employers have used the program partly because of the bureaucratic requirements," Johnson said. "Easing some of the requirements on employers will make it much more likely that California will use the program."
