Angelo DeSantis Publishes Health Care Op-ed in Sacramento Bee

Angelo DeSantis, a Richard C. Wydick Fellow, has published an op-ed addressing opponents of the Affordable Care Act who characterize the Act's individual mandate as a tax increase. 

Though the law does impose a penalty, payable via federal tax returns, upon individuals who do not purchase health insurance, "characterizing the individual mandate as a tax greatly distorts its effect on most Americans," DeSantis writes.  After exemptions, only about 4 million are expected to have to pay the penalty, while a much greater number will be able to gain coverage through various provisions of the Act, he adds.
