Drafting a Solar Farm Bill is a practicum in which the class acts as an advisory law firm for its client, a solar farm bill solution and its facilitator, the educational non-profit Climate Solutions Advocacy Institute (CSAI). The class objective is to provide the client with a white paper that can advise CSAI in its development of a massive solar farm bill, financed by green bonds. Students in this class will work together like attorneys providing advice to a client by acting as investigator, organizer and evaluator of the key modular elements needed for a solar farm bill: green bond financing, regulatory oversight, power purchase agreements and land leasing. Students will investigate other renewable energy projects in the USA and abroad, as well as business agreements between solar farm operators, utilities, and land owners. They will consult with legislators & legislative experts, and incorporate feedback from various stakeholders, advancing their knowledge of legal investigation, collaboration and memo drafting. Professor recommends LAW 285 Environmental Law as a pre- or co-requisite.
