Professor Elmendorf explores how California cities can pursue pro-housing policies

On Feb. 12, Professor Christopher Elmendorf participated in a virtual discussion presented by the SPUR nonprofit. Titled “Can Cities Use State Law to Overcome Housing Resistance?,” the discussion explored how cities across California can pursue pro-housing policies through their housing element, rather than through the normal municipal lawmaking channels.

Christopher S. Elmendorf is a UC Davis School of Law professor of law whose teaching and research interests include election law, administrative law, statutory interpretation, constitutional law, and property and natural resources law.
