Professor Frank Comments on California Climate Change Plan for E&E News

Professor of Environmental Practice Richard Frank ’74 commented for E&E News on the California Air Resources Board’s (CARB) recent adoption of its 2017 Climate Change Scoping Plan. The plan is designed by CARB to identify and adopt a multifaceted strategy to combat climate change by dramatically reducing California’s greenhouse gas (GHG) emissions by 2030. 

“As 2017 comes to a close, the news from Washington and our federal government is profoundly discouraging,” said Frank. “California, in stark contrast, remains steadfast in its commitment to environmental quality, wise stewardship of its natural resources, and to leading by example in reducing the state’s GHG emissions and otherwise confronting the cataclysmic consequences of climate change.”

Frank is a leader in the field of environmental law and the founding director of the California Environmental Law and Policy Center at UC Davis School of Law.
