Dean Johnson Comments for PolitiFact on Diversity Visa Program
Dean Kevin R. Johnson commented for PolitiFact on the diversity visa program and questions regarding its possible use by terrorist organizations. Sayfullo Saipov, who is accused of killing eight and injuring others in a recent terror attack in New York City, came into the United States via the lottery, and President Trump has stated his intention to end the program.
The diversity visa program, an annual lottery system that selects applicants at random from countries with low immigration levels, would be difficult for terrorist groups to exploit in any systematic way, Dean Johnson said.
"Because visas are allocated by lottery, it is hard to see how the system could be easily manipulated by those who want to do harm to the United States," said Johnson.
Kevin R. Johnson is Dean and Mabie-Apallas Professor of Public Interest Law and Chicana/o studies at UC Davis School of Law. He is an internationally recognized scholar in the fields of immigration law and policy, refugee law, and civil rights.
