Professor Florey Comments on Indian Casino Plan for Sacramento Bee

Professor Katherine Florey commented for the Sacramento Bee on a proposed Elk Grove Indian casino. The project still has several legal hurdles to clear, and controversy over the plan may put the Wilton Rancheria tribe in a weaker negotiating position as they seek agreement on a gaming compact with Governor Jerry Brown, Florey said.

“California has pushed the envelope in terms of what can be discussed in compact negotiations,” Florey said.

Florey was also quoted in a follow-up article by the Bee regarding an anti-gambling group’s legal challenge to the plan.  The casino “could be tied down in litigation for quite a while,” Florey said. “Even if the tribe is ultimately successful, it often takes a long time to get there.”
