Professor Frank Comments for Daily Journal on New California Groundwater Laws

Professor of Environmental Practice Richard Frank commented for the Daily Journal on recent California legislation that establishes the state's first system of groundwater regulation. The new laws place most of the responsibility for monitoring groundwater use and establishing sustainability plans on local authorities, but state oversight will be vital to successful management of groundwater resources, Frank said.

Frank, a 1974 graduate of King Hall, is a leader in the field of environmental law and the founding Director of the California Environmental Law and Policy Center at UC Davis School of Law.
