Dean Johnson Quoted on Citizenship Requirements by PolitiFact

Dean Kevin R. Johnson was quoted in an article by PolitiFact on a statement by Senator Rick Rubio asserting that President Obama might "be tempted to issue an executive order like he did for the DREAM Act kids a year ago, where he basically legalizes 11 million people by the sign of a pen."

In reality, the article notes, this would violate laws passed by Congress regarding citizenship requirements. "Such an order would likely be subject to quite possibly successful legal challenge, with the claim being that legalization would be contrary to an act of Congress, namely the Immigration and Nationality Act," Dean Johnson said.

Kevin R. Johnson is Dean and Mabie-Apallas Professor of Public Interest Law and Chicana/o studies at UC Davis School of Law. He is an internationally recognized scholar in the fields of immigration law and policy, refugee law, and civil rights.
